According to the UK government’s New Plan for Immigration, a new Permission to Travel scheme is set to launch in 2023, requiring all individuals seeking to travel to the UK to seek electronic authorization in advance.
The scheme, known as the Electronic Travel Authorisation (ETA), aims to strengthen the UK’s border security by allowing the government to conduct necessary checks on travelers before they enter the country.
Should travelers be identified as a potential threat to national security, the ETA will enable the government to prevent such individuals from entering the UK in the first place, rather than turning them away or detaining them at the border.

The ETA is in line with the approach many of the UK’s international partners have taken to border security, including Canada (ETA), Australia (eTA) and New Zealand (NZeTA).
The European Union is expected to launch a similar scheme in 2023 (ETIAS).
The ETA will cost a fee and will allow eligible passport holders to enter the UK for up to six months for tourism or business purposes.
The new scheme will be rolled out in phases beginning in early 2023, and forms part of the UK’s wider plan to fully digitalise its borders by 2025 and transform crossing the border with improvements to security, passenger experience and operational efficiency.
It will likely be beneficial for travel and security between the CANZUK countries in a few ways:
• Streamlined travel: The ETA will make the process of entering the UK more streamlined and efficient for travelers from Canada, Australia and New Zealand. This is because the ETA will allow for pre-screening of travelers before they arrive in the UK, which could potentially reduce wait times and lines at the border.
• Improved security: The ETA will allow the UK government to conduct necessary security checks on travelers before they enter the country and identify potential threats. This could potentially enhance the security collaboration of the CANZUK nations.
• Facilitation of tourism and business: The ETA will allow eligible passport holders from the CANZUK countries to enter the UK for up to six months for tourism or business purposes, which could potentially increase the number of tourists and business travelers from these countries visiting the UK. Over time, it will be CANZUK International’s intention to increase these time limits and eventually remove them altogether.
• Facilitation of free movement of people: The ETA is in line with the approach that Canada, Australia and New Zealand have taken to border security.
