The domestic security agencies of the United Kingdom, Canada, Australia and New Zealand — together with the United States — have released an unprecedented joint bulletin warning of aggressive efforts by Chinese military intelligence services to recruit individuals with access to sensitive information through online professional networking and job platforms.
The bulletin, titled “Safeguarding Our Secrets”, was published in June 2026 by ASIO (Australia), CSIS (Canada), MI5 (United Kingdom), NZSIS (New Zealand) and the FBI (United States). It details how China’s military intelligence services are using an increasingly wide array of professional networking sites and online recruitment platforms to target government and military personnel, as well as anyone with access to classified or privileged information.

The agencies state that Chinese operatives are posing as recruiters or HR consultants, advertising seemingly legitimate opportunities and, in some cases, requesting reports or analysis on topics such as Indo-Pacific security before pressuring targets to provide confidential or non-public information for “unspecified clients” linked to the Chinese government.

“Chinese military intelligence services ultimately seek to acquire privileged military, political and economic intelligence that can provide China with a strategic and tactical advantage over the Five Eyes,” the joint bulletin warns.

The coordinated release marks the first time the Five Eyes domestic security agencies have issued such a joint public alert on this specific vector of threat. It builds on previous individual warnings from member agencies and reflects growing concern over foreign interference targeting the alliance’s personnel and sensitive sectors, including defence, foreign affairs and intelligence.

A comprehensive CANZUK arrangement could further strengthen these bonds by facilitating even closer defence industry cooperation, streamlined mobility for security-cleared personnel, joint capability development and aligned foreign policy responses to shared challenges. The current level of integration in intelligence and security already delivers tangible benefits; formalising broader ties would amplify that advantage for all four countries.

We commend the agencies involved for their proactive approach to protecting sensitive information and raising awareness among at-risk professionals. In an era of intensifying geopolitical competition, this coordinated action serves as a timely reminder of why deepening and institutionalising the natural partnership between Canada, Australia, New Zealand and the United Kingdom remains a strategic priority.
